Terms of use and payment of the e-service
Application fee
The application fee for an application to use the professional title of Assistant Nurse (undersköterska, also known as licenced practical nurse, enrolled nurse) is charged by the National Board of Health and Welfare pursuant to Section 10, avgiftsklass 2 and 4, and Sections 11-14 of avgiftsförordningen (1992:191).
The fee is charged to cover the cost of processing the application by the National Board of Health and Welfare.
By confirming that the terms of use and payment for the application to use the professional title of Assistant Nurse have been read and accepted, the user accepts the terms of use and payment.
Payment of the application fee
The National Board of Health and Welfare examines the application once the applicant has paid the application fee.
If the applicant's application is rejected, the application fee is not refunded.
Login and authentication
Login to the e-service is done with BankID, Mobile BankID, or other e-identification that the National Board of Health and Welfare deems to fulfil the requirements of Swedish and EU legislation.
Authentication is used to ensure the identity of users and to prevent unauthorised persons from providing false data or accessing information.
It is the user's responsibility to protect his/her e-identification in a satisfactory manner so that no unauthorised person has access to it.
Responsibilities as a user
The e-service can only be used for the application to use the professional title of Assistant Nurse and in accordance with the terms of use and payment.
Processing of data in applicant’s private space
The online service for applying for the professional title of Assistant Nurse has a workspace, known as a dedicated space, which can be used by the applicant to prepare an application. In the dedicated space, the applicant can temporarily store data and documents for the purpose of preparing an application. The dedicated space is confidential. Only the applicant has access to the data and documents stored in the dedicated space. The National Board of Health and Welfare cannot access the information and documents that the applicant stores in its own space other than when authorised operating personnel at the agency's IT unit carry out troubleshooting and other technical measures in the e-service.
If an application is not completed within 30 days, the right to use the space ceases and the data and documents stored in the personal space are deleted. If the information or documents that the applicant has saved in its own space, due to a mistake, error in the service or other similar reason, should be administered so that the information or documents become public at the National Board of Health and Welfare, the authority shall without delay delete this information in accordance with a deletion decision issued by the National Board of Health and Welfare, unless this is contrary to law or other statute.
The user may not use the e-service in a way that involves committing a criminal offence, processing personal data in violation of the rules on personal data protection, storing information with criminal content, copying or modifying software included in the service or attempting to gain access to the source code of such software, entering or retaining data or documents that are irrelevant to the purpose for which the service is to be used or that are harmful in terms of security, malicious code or impersonating someone else or otherwise providing a false description of their identity.
The user shall delete without delay any data or documents in the e-service that are not necessary for its use in accordance with the applicable conditions.
The user must immediately notify the National Board of Health and Welfare if they suspect that an unauthorised person has gained access to the service.
Processing of personal data
Personal data provided by the user in the application is registered and processed by the National Board of Health and Welfare in a case management system. The processing of personal data is necessary for the performance of a task in the public interest and as part of the National Board of Health and Welfare's exercise of public authority.
The National Board of Health and Welfare's processing of personal data is governed by Chapter 4, Section 5a of the Patient Safety Act (2010:659) and is carried out in accordance with the requirements of the General Data Protection Regulation, Regulation (EU) 2016/679 of the European Parliament and of the Council and associated national legislation.
The National Board of Health and Welfare is the data controller for the processing of personal data in the e-service. The processing takes place as part of the National Board of Health and Welfare's exercise of authority. The personal data submitted in connection with the application to use the professional title of Assistant Nurse is processed in the authority's system for managing cases and user accounts. This means that the personal data processed in the case management system is protected in accordance with the security requirements of the General Data Protection Regulation.
In the processing of personal data by the National Board of Health and Welfare, there is no transfer of personal data to third countries, i.e. outside the EU and EEA area, as the processing of the case takes place by the authority and the applicant communicating within their own space in the e-service.

Purpose
The personal data is used to decide on the application to use the professional title of Assistant Nurse. The National Board of Health and Welfare may process personal data in order to decide on the use of the professional title of Assistant Nurse.
How long is the personal data in the application stored?
As a state authority, the National Board of Health and Welfare must keep public documents in accordance with the Public Access to Information and Secrecy Act (2009:400), the Freedom of the Press Act (1949:105), and the Archives Act (1990:782).
Personal data is deleted from the online service when a user is deregistered. If an application has been opened in the online service without filling in any field, it will be deleted after one day. Personal data will be deleted, after notification, if the application is not completed after 30 days from the submission of the application. An application submitted in the online service will be deleted 90 days after notification of the decision.
The application and the personal data in the application are then only stored in the National Board of Health and Welfare's case management system.
If the applicant's application to use the professional title of Assistant Nurse is granted, the data will be transferred to the National Board of Health and Welfare's Register of Health and Medical Professionals, the Hosp Register, in accordance with Regulation (2006:196) on the Register of Health and Medical Professionals. The information in the register is automatically updated with civil registration data.
Evidence of entitlement to use the title of Assistant Nurse
The applicant is responsible for downloading their proof of authorisation to use the title of Assistant Nurse from the online service.
Publicity and confidentiality
The application to use the professional title of Assistant Nurse is a public document. Personal data may, after assessment by the National Board of Health and Welfare, be disclosed in accordance with the principle of public access to information to those who request it.
Processing of protected personal data
The National Board of Health and Welfare receives information from the Swedish Tax Agency if an applicant has protected personal data. For an applicant who has protected personal data, this data is protected in accordance with current legislation, and the National Board of Health and Welfare's procedure for handling protected personal data.
Users' rights1
The user is responsible for ensuring that the information provided is accurate and up-to-date. If the data should prove to be incorrect or incomplete, the user has the right to request that the data be corrected or deleted. A user has the right to access the data registered and otherwise processed by the National Board of Health and Welfare. The user has the right to access this data by requesting a register extract from the authority. In the event of a complaint, the user can contact the Integrity Protection Authority (formerly the Data Inspectorate).
Additions and changes to the terms of use and payment conditions
The National Board of Health and Welfare is entitled to make additions and changes to these terms of use and payment. The National Board of Health and Welfare shall notify users of these additions and changes. Notification is not required if the additions or changes are of minor importance.
Limited availability during operation and maintenance
The National Board of Health and Welfare is entitled to limit the availability of the e-service to the extent necessary for development, maintenance or operational reasons. The National Board of Health and Welfare is required to provide information regarding planned interruptions.
